EU Policy Adviser

The Faculty of Public Health wishes to appoint an EU Policy Adviser to report to both the Public Health Policy Committee and the International Committee on relevant issues at the European Union (EU) level.

The role of the EU Policy Adviser will be to:

  • To advise the committees on relevant areas of EU policy and legislation relevant to the work of FPH and ensure that FPH policy and advocacy work takes account of this.
  • To keep the committees info rmed of developing EU policy and legislation relevant to public health, to UK health services, and to the FPH itself.
  • To consider areas of developing EU policy where health advocacy by FPH may be appropriate, and to pursue such advocacy activities as may be determined by FPH.
  • To share intelligence with FPH members on EU sources of funding which may support public health service or research activities in the UK.
  • To maintain an understanding of UK government stances on forthcoming EU policy and legislation etc.
  • To participate actively in the European associations of which the FPH is a member (currently EPHA and EUPHA), and to utilise membership of these bodies to pursue FPH objectives within formally established consultative bodies (e.g. in health advocacy through the EU Health Policy Forum).
  • To serve as a member of the FPH Public Health Policy Committee and FPH International Committee.

Remit of Public Health Policy Committee

The Policy Committee is responsible for planning the strategic direction and work programme of the policy, advocacy and communications remit of FPH, in conjunction with the President and the Head of Policy and Communications, to be agreed by FPH Board.

The Policy Committee is also responsible for the implementation of the work programme through delegating appropriately to individuals, sub-committees and working groups. In addition, the Policy Committee provides ongoing advice and support to the President and the Policy and Communications Department.

Importantly, the Policy Committee is responsible for signing off a range of activities to ensure clear lines of accountability as required by the FPH's risk management policy. These include:

  • FPH Consultation responses
  • Selection of FPH representatives on external bodies
  • FPH statements and publications
  • FPH endorsement of other organisations' publications and events

The Policy Committee has four meetings a year – two face-to-face and two by telephone.

 

Remit of the International Committee

The aims of the committee are to:

  • Engage more members in developing how the Faculty works internationally
  • Mobilise the public health capacity in the UK to respond to requests for help
  • Market the UK 's public health tools to an international audience
  • Support capacity building in developing countries
  • Increase the committee's involvement in policy development

The International Committee has four face to face meetings a year.

 

Accountability

The EU Policy Advisor will report to the Public Health Policy Committee, which is chaired by the FPH President . He/she would also be expected to regularly attend the International Committee's meetings.

 

Selection Criteria for the EU Policy Advisor

Commitment required

This position is for three years initially, renewable for a further two years. It is an honorary position which receives no remuneration.

There is currently an annual budget of £1,000 to cover expenses for attendance at key EU level meetings (all claims must be made in accordance with FPH expense claim policy). The budget may be subject to change on an annual basis.

The EU Policy Advisor will be expected to:

  • Attend all meetings and take part in all telephone conferences of the Public Health Policy Committee and International Committee.
  • Represent the Faculty at EPHA and EUPHA

Person specification

Essential

  • Must be an FPH Fellow in good standing
  • Must be able to commit approximately 8 hours per month to the role.
  • In current public health practice at consultant level in the UK or within the EU.
  • Sound and robust knowledge of current public health issues and systems.
  • Committed to the values of public health practice and the FPH.
  • Demonstrable interest/expertise in the field of public health advocacy at EU level.
  • Well networked in public health at EU level.

Desirable

  • Previous experience of in a similar role.
